Under the 2011 budget, the operating expenditure is projected to increase by 7.0 per cent to RM162.8 billion Meanwhile, a total of RM45.6 billion would be allocated for emoluments, RM18.5 billion for debt service charges, RM12.3 billion for pensions and gratuities as well as RM18.7 billion for grants and transfers to state governments and statutory bodies, of which all of these allocation accounting for 58.4 per cent of total operating expenditure.
